[Translators] coming VLC 3.0 WinRT-version with 13 new languages

Hi,

your Basque translation was updated to git by Christoph two days ago. I
think that were the last lang updates for 3.0 now, further
updates will be done after it. VLSub is updated on my working version and
hosted on github -> github.com/mtrz/vlsub
All other apps aren't translated and further translations will be included
in a next 3.x version.
