[Translators] More updates for .pot - yes, new translators - carefully

Hi,
I am translator of VLC into Slovak language and I like the idea about more updates for .pot file. This could dynamize work of translators and also possible errors in 
translations could be corrected faster. Furthermore, however, I absolutely agree with this sentence from Yaron:
"I believe that the rules should be democratic but the actual translation work should be like dictatorship since it's ok to disagree on something but translating the same 
thing to different terms is very confusing to the user..."

This is really the biggest problem by the new translators. Most of them send a request to participate on translation (which is often 100 % finished, by the way). But they 
are not able to say, where is some problem in the existing translation or what should be changed. When I sometimes asked or discussed it with the new translator, 
unfortunately I found out that most of new applicants could be assigned into one of 3 groups.
1. group - new translator would like to change translation of only 2-3 strings. When I say something about consistency, continuity, spelling or accuracy of the new 
translation, the answer is: this is not important (or they do not know, what to say).
2. group - the new translator would like to change the whole translation, but after 2-3 pages he has no more time/interest to do it. He gradually begins to admit that the 
original translation was not bad and change are not urgently needed. And here nobody cares about consistency/accuracy too.
3. group - the new translator would not like to change something, he wants only gain credit and add his name to the list of translators. Maybe as reference for other 
projects?

So in my opinion, the developers should be very prudent by the new translators and changing of the system for acceptance of the new translators. Large number of new 
translators is not yet a guarantee of quality translation. And poor translation of your program can devalue the work of you - developers.
